The key is that Japanese refusals often sound like maybes to non-native speakers. If someone says "that might be difficult" or "I'll think about it," they're almost certainly saying no. Direct
ちょっと無理です。
Chotto muri desu.
That's a bit impossible.
今回は遠慮します。
Konkai wa enryo shimasu.
I'll pass this time.
すみません、できません。
Sumimasen, dekimasen.
Sorry, I can't.
申し訳ありませんが、お受けできません。
Moushiwake arimasen ga, ouke dekimasen.
I'm sorry, but I cannot accept. (formal)
Indirect
ちょっと考えさせてください。
Chotto kangaesasete kudasai.
Let me think about it. (often means no)
その日はちょっと予定が...
Sono hi wa chotto yotei ga...
That day I kind of have plans...
ちょっと難しいかもしれません。
Chotto muzukashii kamo shiremasen.
It might be a little difficult.
前向きに検討します。
Maemuki ni kentou shimasu.
I'll consider it positively. (usually means no in business)
せっかくですが、今回はご遠慮させていただきます。
Sekkaku desu ga, konkai wa goenryo sasete itadakimasu.
I appreciate the offer, but I'll refrain this time. (polite decline)
